We are very excited to announce our Guest Speaker Secretary Serena C. McIlwain, Secretary of the Maryland Department of the Environment for our Thursday, October 3rd LDC Meeting! She will be discussing the current affairs that MDE is tackling in the State.
Secretary McIlwain is a seasoned and accomplished public sector (Federal and State) executive with 30+ years of experience leading large agencies in several branches of government. She has held many top agency positions in government including Chief Operations Officer, Deputy Assistant Secretary, and Assistant Regional Administrator. Develops, implements, and lead public policy discussions. She has an extensive network with established relationships with state, local, and federal officials across the country and is an energy and environmental policy expert. Secretary McIllwain also has extensive experience formulating innovative strategies for advancing energy and environmental policy changes. As an Operations Leader, she has provided leadership, vision, and strategic direction for business operations including Human Capital, Information Technology, Contracting, Grants, Procurement, Finance and Budget divisions. She is known for transforming organizations into high-performing and results driven systems.
Secretary McIlwain leads the Department and the work of its Air and Radiation, Land and Materials, Water and Science, and Operational Services administrations, along with the Office of Budget and Infrastructure Financing and Office of Emergency Preparedness and Response, among other units. She is a member of the Governor’s Council on the Chesapeake Bay and the Governor’s sub cabinets on Commerce, International Affairs, Infrastructure, and Smart Growth. She chairs the Maryland Commission on Climate Change.
