Legislative Update: 2026 Housing Wrap-up

Yesterday was an exciting day for the Industry and for Housing.

The 2026 Maryland General Assembly delivered a strong set of wins for housing, advancing measures that improve development predictability, expand financing tools, strengthen rental access, and support revitalization in communities across the state. Together, these actions create a more stable, efficient, and opportunity-rich environment for building and preserving the homes Maryland needs. We will be sending out more detailed information in the coming days, but wanted to get information out to our valued membership as soon as possible.

2026 Maryland General Assembly Housing Wrap-Up

Pro-Housing Bills That Passed:

HB548 / SB325 – Maryland Housing Certainty Act

What it does:

Locks in the rules at the time a complete development application is submitted, preventing mid-process regulatory changes.
Grants vested rights for at least 5 years, giving builders predictable timelines and reducing risk.
Defers certain development and impact fees until after construction to improve project financing and keep capital flowing.

Why it matters: This is the session’s biggest win for housing production. It directly addresses Maryland’s chronic unpredictability in permitting and helps accelerate new units.

HB1216 – Insurance- Certificates of Guarantee for County Bond Requirements (All Counties)

What it does:

HB1216 creates a new statewide option allowing insurance companies to issue “Certificates of Guarantee” that counties may accept in place of traditional development bonds. These guarantees can be used to satisfy county requirements for:

Subdivision bonds
Public improvements bonds
Performance guarantees
Other local development-related bonding obligations

Why it matters: Expands the types of financial instruments developers can use to meet county bonding requirements.

HB894 – Maryland Transit and Housing Opportunity Act

What it does:

Modernizes how Maryland designates and supports transit oriented development areas
Expands tools that help local jurisdictions attract mixed-use and residential development in walkable, infrastructure-served locations

Why it matters: This bill complements the Certainty Act and other pro-housing measures by improving the regulatory environment for housing

SB829 / HB1137- “Bring Back Main Street”

What it does:

Will study and recommend laws that require local jurisdictions to allow certain residential and mixed-used developments in Commercial zones.

Why it matters: this bill reinforces the 2026 session’s theme: more tools, more predictability, and more pathways to get housing built.

What it does:

Bill was amended to have less impact on the industry.
Requires DNR to review and update regulations related to Natural Areas Program

HB850- Home Builders- Open House- Sales Representative Disclosure Requirements

What it does:

Requires a home builder holding property open to public to display a notice to prospective buyers disclosing the duties of a home builder sales representative.

A distinguished panel of industry experts conducted evaluations of each entry, touring both the interior and exterior of the homes. Judges also reviewed comprehensive project submissions that included architectural plans, professional photography, and detailed narratives outlining design intent, construction quality, and unique features.

Maryland Building Industry Association Announces Installation of 2026 Officers

[Fulton, MD] — [January 7, 2026] — The Maryland Building Industry Association (MBIA) is pleased to announce the installation of its 2026 officers, who will lead the association in advocating for Maryland’s building industry in the year ahead.

The officers were formally installed at the MBIA headquarters, The Maryland Center for Housing, by Maryland Comptroller Brooke Lierman, the 34th Comptroller of Maryland on January 7, 2026. The ceremony marked the beginning of a new leadership year for MBIA with officers who bring strong leadership, industry knowledge, and a shared commitment to advancing MBIA’s mission on behalf of its members and the public.

Matt Lefler, Vice President of Operations at Caruso Homes, Inc., was installed as President of the Maryland Building Industry Association for 2026. Lefler brings extensive experience in residential construction and operations and has been an active leader within the association.

Serving alongside Lefler is Bobby Thompson of Schaefer Homes, who has been installed as 1st Vice President. Thompson brings valuable industry insight and leadership experience that will support MBIA’s strategic initiatives throughout the coming year.

The Milton E. Kettler Award is presented in recognition of a lifetime of unselfish participation, contributions, and service to the home building industry, professional organizations, and the community.

Tom Kettler exemplifies these values through his long-standing commitment to MBIA and the industry. A longtime active member of both MNCBIA and MBIA, Kettler serves on the NAHB Leadership Council, represents MBIA at the national level, and is a Board Member of the Builders Development Guarantee Group. He has previously served as President of the Home Builders Care Foundation and Chair of the Montgomery County Chapter. His continued involvement with MBIA’s Montgomery County, Home Builders Care Foundation and Legislative Committees reflects his tireless dedication to advancing the industry and serving the community.

Joseph C. Rodgers Sr. Award

Recipient: KC Reed, Rodgers Consulting

The Joseph C. Rodgers Sr. Award recognizes extraordinary and outstanding contributions to MBIA by a non-builder member. Recipients demonstrate exceptional volunteer leadership and active participation throughout the year.

KC Reed has shown unwavering commitment to MBIA’s mission through his service as the Association’s representative on the Maryland Department of the Environment’s A-StoRM process—a complex and time-intensive regulatory review that required countless hours of advocacy on behalf of the building industry. Reed is also an active member of MBIA’s Environment Committee and Montgomery County Chapter, where his expertise and leadership continue to strengthen the Association’s voice in environmental and regulatory matters.

Stewart J. Greenebaum Award

Recipient: Tom Baldwin, Schaefer Homes

The Stewart J. Greenebaum Award honors a builder member for extraordinary contributions to MBIA through volunteer leadership and active involvement.

Tom Baldwin has been a driving force in membership growth and engagement within MBIA. As a Member of the MBIA Board of Directors and Executive Committee and Chair of the MBIA Membership Committee, Baldwin has led numerous successful membership initiatives. He has also served as Team Captain for the Fall 2024 and Fall 2025 Membership Drives, personally recruiting six new members as of October 2025. Brian Afnan Installed as 2025 President of the Maryland Building Industry Association

2025 Leadership Slate Focused on Attainable Homeownership

FULTON, MD – January 23, 2025 – The Maryland Building Industry Association (MBIA) proudly announces the installation of Brian Afnan as its 2025 President. The ceremony took place today at the association’s headquarters, The Maryland Center for Housing, in Fulton, Maryland on January 23, 2025. Montgomery County Councilmember Andrew Friedson performed the installation ceremony.

Brian Afnan, Founder and Principal of Afnan & Co., brings over 25 years of diverse experience in the development and real estate industry to this leadership role. Since 1998, he has demonstrated expertise in property acquisition, planning, entitlement, development, design, estimating, construction, and sales.

A civil engineer by training, Brian earned both a Bachelor of Science in Engineering and a Master of Engineering from Cornell University. He is an active member of the Maryland Building Industry Association and the National Association of Home Builders. His longstanding commitment to advancing the industry and his deep knowledge of Maryland’s housing market position him well to lead MBIA into a new era.

Before founding Afnan & Co., Brian served as Vice President for one of the nation’s largest home building companies, holding key roles in construction, sales and marketing, land acquisition, and development. His career highlights include overseeing the sale and construction of more than 5,500 homes and managing the acquisition and development of over 2,500 lots across Ohio, Pennsylvania, Maryland, and Washington, DC.

Brian’s presidency will focus on addressing Maryland’s growing need for attainable homeownership. Under his leadership, MBIA aims to advance policies and initiatives that support affordability, sustainability, and innovation in the housing industry.

“Our 2024 slate is committed to making homeownership attainable for all Marylanders,” said Afnan. “We recognize the challenges and opportunities ahead, and I am honored to work alongside our members to strengthen our industry and create housing solutions that benefit communities across the state.”"I look forward to a productive year under his leadership along with the rest of the executive committee and board members," said Lori Graf, MBIA CEO.

MBIA Announces Maryland Award of Excellence Winners

Maryland's Most Prestigious New Home and Remodeling Award Program

Fulton, Maryland (April 11, 2024) - The Sales and Marketing Council and the Remodelers and Custom Builders Council of the Maryland Building Industry Association announced the Maryland Award of Excellence winners at a ceremony at Martin's West ballroom on April 11, 2024. The MAX+ program recognizes local home builders, remodeling, sales people, architects and new home merchandisers who provide buyers with excellence in design, livability and value.

"These awards are designed to recognize the industry’s best craftsmanship and innovation in new homes and remodeling." said Lori Graf, MBIA CEO. "The homes our members create, sell and remodel transform our communities into homes." she added.

Awards were presented in categories in multiple price ranges including historic renovation and accessible remodeling and 55+ construction. In the sales person categories, several awards were presented including, sales person of the year, town home sales person of the year and exceptional sales effort, among others. In addition, builders and associates were presented awards for their marketing efforts including, best brochure, logo, website, use of internet, advertisement and design/selection center.

A team of judges from the area evaluated this year's entries. The judges considered the entries in such areas as floor plan layout, quality and convenience features, overall design and value.

2024 Focus on Attainable Housing

Fulton, Maryland (January 25, 2024) - The Maryland Building Industry Association is pleased to announce our 2024 Executive Committee and Board of Directors. Our 2024 slate is focused on leading the association with a clear focus on making home ownership attainable for all Marylanders. They have a track record of strong leadership, and recognize the challenges and opportunities our association will face in the coming years. Their years of experience and knowledge of our industry will serve us well.

The installation took place at the association headquarters, The Maryland Center for Housing, in Fulton, Maryland on January 25, 2024. The 2024 President, Sylke Knuppel, PE, MRED who is with IMEG, was installed by Marilyn Balcombe, who just finished her first term on the Montgomery Council representing District 2 where she is a member of the Economic Development Committee and the Transportation and Environment Committee. Marilyn was a primary driver in the completion of the Germantown Library and the Germantown Town Center Park.

NOVEMBER 16, 2023 (Fulton, MD) - The Maryland Building Industry Association is pleased to recognize members who have made major contributions to the industry and their community. "There is something special about being recognized and celebrated by your peers," said CEO Lori Graf. . “These awards recognize members who have distinguished themselves with their outstanding contributions and dedication to our industry and we are proud to honor them,” Graf added.

The Milton E. Kettler Award was presented to Steve Breeden of Security Development Group in recognition of a lifetime of unselfish participation, contributions and service to the building and housing industry and the community. ?

The Joseph C. Rodgers Sr. Award was presented to Alex Villegas of Rogers Consulting, Inc. in recognition of his extraordinary and outstanding contributions to the Association by a non-builder member.

The Stewart J. Greenebaum Award was presented to Cindy Plackmeyer of DRB Homes in recognition of her extraordinary and outstanding contributions to the Association by a builder member.

In addition, Leslie Rosenthal of Bob Lucido Team of Keller Williams Lucido Agency was presented with the ?Volunteer of the Year award because she is an integral and essential advocate for the association, Jeremy Rutter received an Above and Beyond Award for his relentless commitment to MBIA, Haley Kelly was named ?Professional Women in Building Woman of the Year and Seth Churchill received recognition for being the ?Most Active Member.

Awards were also presented to individual chapter members for their service to the association throughout the year.

Maryland Building Industry Association supports keeping the Orioles in Baltimore

Oriole Park at Camden Yards was built in the 1990s as a neoclassical park with architecture built to stand the test of time and now it looks like it will. It’s easy to get behind the Baltimore Orioles this year with their capture of the American League East title and it’s exciting that the City of Baltimore has decided to get behind them for the next three decades just as the citizens of Maryland have proven that they are willing to put their support behind the franchise come rain or come shine.

This contract not only gives fans a sigh of relief, it gives investors an opportunity to look at Baltimore for an opportunity to invest in hotels, restaurants and entertainment venues. Montgomery County Custom Builder 2023 Awards Announced

September 14, 2023 (Fulton, MD) - The Maryland Building Industry Association announced the 2023 Montgomery County Custom Builder Awards at a ceremony in North Bethesda, on September 14th. The awards showcase the outstanding work of builders, architects, designers and construction professionals in the region.

"The MBIA Montgomery County Custom Builder Awards is a display of the superior craftsmanship of our members." said Lori Graf, CEO of MBIA. Entries must be located within Montgomery County or the District of Columbia, be no more than three years old and represent either custom construction or speculative production houses or condos. "These homes exemplify the quality of architecture and construction these awards are known for," she added.

The awards are divided into categories including:

Traditional Homes which combine practicality and accessibility with a classic look and simplistic design and functionality.

Contemporary Homes which share common design elements such as strong, geometric shapes, oversized windows allowing for extensive natural light, asymmetrical facades and open floor plans with minimal doors and walls.

They are then further divided into to two types of houses; custom and speculative. A custom home is designed and built to the client's unique requirements. A spec home is designed and built with a buyer in mind.

A diverse team of judges viewed both interior and exterior of the homes in addition to reviewing detailed written information, photographs and plans.

NOVEMBER 16, 2022 (Fulton, MD) - The Remodelers and Custom Builders Council of the Maryland Building Industry Association announced the winners of its annual Remodeling and Custom Building Award of Excellence competition on November 16, 2022 at a ceremony held at Busboys and Poets in Columbia, Maryland. The MBIA Remodeling and Custom Building Awards of Excellence Program recognizes remodeling designs, new custom homes and industry professionals who provide customers with superior and creative projects that are sensitive to the existing structure and make appropriate use of the existing building elements, while being compatible with the neighborhood. "These award-winning projects are shining examples of the talent and superior craftsmanship of our members," said Lori Graf, CEO of the Association. “The projects range from small bathroom remodels to whole-house custom construction and we are proud to showcase the work of our remodelers and custom builders,” she added. Their work leaves a significant and lasting impression and MBIA is proud to award their outstanding projects and exceptional service to the remodeling industry. An evaluation team that consisted of building industry professionals from around the Baltimore Metropolitan area rated all entries. MBIA Announces Maryland Award of Excellence Winners

Maryland's Most Prestigious New Home Award Program

Fulton, MD – May 20, 2021 The Sales and Marketing Council of the Maryland Building Industry Association announced the Maryland Award of Excellence winners via an online awards ceremony on May 20, 2021. The MAX program recognizes local home builders, sales people, architects and new home merchandisers who provide buyers with excellence in design, livability and value.

"These awards are the most prestigious new home awards in Maryland." said Lori Graf, MBIA CEO. "The design and marketing of these homes makes our industry proud and we are thrilled to recognize them with a MAX, she added. "We are proud to showcase the excellent work of our members and award them for their work in building for and marketing to today’s highly educated and discerning home buyers during this challenging time." said MAX chairperson, Leslie Rosenthal.

Awards were presented in the outstanding home categories in multiple price ranges including: custom, multi-family/condominium, single family and town home.

In the sales person categories, several awards were presented including, sales person of the year, town home sales person of the year, exceptional sales effort and rookie of the year among others. In addition, builders and associates were presented awards for their marketing efforts including, best brochure, logo, website, use of internet, advertisement and design/selection center.

A team of judges from the area evaluated this year's entries. The judges considered new home entries in such areas as floor plan layout, quality and convenience features, overall design and value.
